What I am looking for in a strong domination civ are speed and a consistent increased CS. Cyrus, Amanitore and Monty are all very good domination civs, but I'd put them just below the 3 I have mentioned.

I also think Monty should be higher, Eagle Warriors are so hard to stop early game. Against the AI she's God tier easily and almost trivializes the game even on Deity (since Deity is really just about avoiding early wars and spamming settlers until you outpace the AI), and even against other players she's quite a bit better than average. In the same vein I think Dido is too low, her early game is deceptively strong because of how effectively she can spam settlers and cover the map.
